How the Government Shutdown Affects the SBIR/STTR Program and Applicants?

As an SBIR/STTR applicant or an awardee, you might be wondering how the government shutdown will affect your solicitation deadline or the payout of your award. As expected, each agency is managing the shutdown differently, and it’s encouraged that you review your agency's website for updated information and the specific solicitation details carefully.

During the shutdown

  • You can still submit to open solicitations
  • There will be no reviews or awards during the shutdown
  • Payments will be processed for awarded grants, but there could be some delays if a review requirement is triggered
  • Reporting deadlines should still be followed

Read more about the significant changes that will continue during the shutdown for NIH, NSF and DOD.

The survey is open to businesses currently in operation, those recently closed, and those about to launch. All responses are confidential. The survey closes Nov. 14, 2025.
