What is DOD-RISE?
The Department of Defense's (DoD) Rapid Integrated Scalable Enterprise (RISE) program is a game-changing initiative that connects innovative small businesses with national security priorities. Originating from the Rapid Innovation Program under the FY2011 National Defense Authorization Act (NDAA) and Rapid Innovation Fund FY2017, RISE has evolved into a permanent, competitive, merit-based platform for transitioning groundbreaking technologies into military applications.
The RISE Approach to Innovation
RISE bridges the gap between research and deployment, taking advanced R&D projects and maturing them into production-ready technologies. Key objectives include reducing technical risk, lowering lifecycle costs, and accelerating critical military capabilities. Projects, often sourced from programs like SBIR/STTR and non-traditional defense vendors, undergo a rigorous selection process designed to emphasize small business participation and innovation.
Proven Impact
From 2011 to 2019, RISE has funneled over $2.2 billion into more than 30 DoD organizations. With nearly 1,000 contracts awarded—85% of which went to small businesses—the program has stimulated military and commercial success, achieving over $2.4 billion in military sales and $400 million in commercial revenue.
Looking Ahead
As RISE will release its first Broad Agency Announcement (BAA) under the Office of Small Business Programs (DoD OSBP) in December 2024/January 2025 and will close in February of 2025. Technologies must be at least TRL 4 (DOD TRL definitions) at the start and exit within 36 months at TRL 8/9.
